To unlock Polar Toon you must first go to The Brgghh. After that go to the street leading to the Cog HQ (I don't know what the street is called but it will have two wooden signs on the sides of the entrance.) Find the store Hibernations Vacations and say Howdy to the shop clerk. And there you go, your a Polar Toon..
